It's a (relatively light) weighted rubber-coated bar. I only know this because I got one many years ago and it's still knocking around the house.
I don't buy into them as a whole program because it's a pain that it's not adjustable (and therefore if you want more weight, you have to buy another bar) and also because I'd rather play with real barbells.
But for learning some exercises (e.g. overhead squats, oh how I want to do them), it's quite handy to have something that weighs more than a broomstick and less than a barbell.
